Why do both male and female nipples sometimes have raised lumps on them? (see picture)

i don't know but think the little lumps look terrific,,also feel pretty amazing ,,like the way little bumps disappear as they warm in my mouth,,,,mens nipple smaller and don't feel the same,,,,

I see them as kind of goose pimples, when you get cold. when mine get aroused I get the bumps
