Neither. We float in time like a leaf on a river; neither faster nor slower than the water around us. But from a philosophical point of view, you could say that one who is preoccupied with their past has time chasing them. And for one to whom the future is a stressful preoccupation, you could say they are chasing time.

Time chases no one. Some of us chase time others accept it and live peaceful lives.
