PERHAPS THEY JUST WANT TO GRAB PEOPLE'S ATTENTION, NOT REALIZING THAT MANY OF US WILL ACTUALLY IGNORE IT INSTEAD. . Wow, I hated writing that in all caps. It just felt so... wrong!

I spoke with a new user a few days ago who had a good excuse: he's nearly blind and it helps him read the text! So he appreciated being told about how to use keyboard shortcuts to expand the text size in his browser :) Other than that, I have to presume it's just ignorance of netiquette.
