The overall plot was scripted, it was the interactions with the people outside of the movie that was not scripted. Scenes like Borat masterbating, taking a dump, and washing clothes in NY were scripted as well him going up to random people and kissing them and saying hello. Its the reactions that are unscripted, they probally took dozens and dozens of shots with many different people to get some of the priceless reactions they got. Like the guy that ran away screaming as well the guy that threaten to beat the crap out of him. What is funny to me is that to show the peoples faces they needed to get them to sign a contract to show in order to show the footage, Its amazing that they got them.
