No. It's not necessarily romantic, maybe he's just being friendly. Friends put their arms around each others shoulders. It's a common gesture. It's the other things he does that'll make you understand whether he likes you, or just wants to be friends.

I would take it as a friendly thing unless he states otherwise.

Depends on the guy and the situation. Don't read too much into anything. Start flirting with him if you're interested. Don't if you're not.
