Apathy. I, for one, don't believe that people not voting is always a bad thing. Let the people who care about the community, studied the issues, and aren't swayed by emotion cast their vote for you. If all of the sudden you wake up from your apathetic haze and realize you don't like your situation, maybe you'll educate yourself on the issues and start to vote.

Its the idea that one individual will not make any difference out of millions of voters and they assume spending the time doing something else rather than casting a vote would be time more profitably spent. However I vote because voting shows spirit and having opinions and leading an outgoing life provides you with more fullfillment than being a sitting duck!

Many now believe that no matter who gets voted in, they will really only serve the interests of their wealthiest constituents. Thus they find the whole exercise to be pointless.

Usually they don't care... They either don't think their vote matters, don't think any of the issues effect them, or are just bored to death by the whole thing.

I didn't used to vote, '08 was the first election I voted in even though I turned 18 in '96. I just didn't pay enough attention to the world to have an opinion. Now with everything so screwey I kind of had to notice, pay attention, read up and try to do some good with my one little vote. BUT...My one little vote still does no good because I live in a blue state.
