When speaking out will make a difference. You don't have to stand up and be counted every single time someone gets on a soapbox and states his/her views...someone from the opposing political party can indulge in a diatribe about your side....who cares? It makes no difference what he/she thinks or what you think. However, if a racist stands up and mouths off , I'd speak up because that might make a difference. You don't speak up just to prove how smart you are..you speak up to make things better, to help someone out, to let people know they can count on you if you are needed. Sometimes speaking out makes things worse. You have to know when to talk and when to keep quiet. :)
