I OWN A 1990 VOLVO 240. IT RUNS FINE WHEN ITS DRY OUTSIDE, BUT WHEN IT RAINS, IT DOESN'T WANT TO START. I NEED A NEW EXHAUST BECAUSE THERE ARE LEAKS IN IT THROUGHOUT. COULD THIS BE PART OF THE PROBLEM, OR COULD IT BE SOMETHING ELSE THAT MAKES IT HESITATE?

Most likely, it's a HV electrical problem. Replace your spark plug wires and distributor cap if you have one. Any high voltage areas with plastic that can crack. For the most part the only air leaks that matter are vacuum leaks and any exhaust manifold leaks that can allow cold air access to the exhaust valves.
