Is the proccessor in a laptop the same as the proccessor in a desk top, likewise for the memory chips?

In most cases similar, but not the same. Things tend to be smaller and draw less power in laptop, for example the memory could be a SO-DIMM rather than a DIMM.

Sometimes, but for the processor particularly a low-power version may be preferred in the laptop. The memory will be the same chips, but they may be mounted in a smaller package. The most powerful processors are suitable only for desktops because of their power consumption.
