In the NFL it's a live ball and the kickers can recover it for a TD. In NCAA (at least until recently) and High School it's a Touchback.

Correct, Preacher. In college, if a receiver catches the ball in the end zone he can run it out. But if it hits the ground before or after crossing the goal line, it's a dead ball and a touchback. High school (National Federation rules) rules have it dead as soon as it touches anything (including a receiver who catches it) after it break the plane of the goal line.
