If you want a complete web design, you could take a look at http://www.oswd.org or http://www.openwebdesign.org for absolutely free designs with or without css stylesheet. If you want to have a dropdown menu, some news boxes, galleries or whatever and combine them together, you could fetch one e.g. from http://www.dynamicdrive.com/style/ If you want to program a certain function(and learn css), http://www.w3school.com is a good place.
