She may be too nervous to initiated if she's interested. She'd want to first get a hint that you are. So you could do the same to her. Flirt back, talk to her, as others have said. See where it goes :)

Hi steffaforu, you sound like a nice young man. It is most likely that she likes you and is too shy to initiate so she is trying to look confident in front of you. Do you ever see her when her friends are not around? That might be the best time to talk to her, she wont have to worry about her friends seeing her being awkward and same for you. Say hello, introduce yourself and she will see you are mature and polite. You can encourage conversation by asking her something about herself, but try to avoid "closed" questions that can be answered with "yes" or "no". Asking people about themselves also shows that you are not self absorbed and it makes people feel special when others want to hear them. But in the end, you will probably have to take the chance and initiate things because it sounds like she is too shy/nervous. Plus it is traditionally up to the man to initiate things and some girls (myself included) prefer the man to initiate things otherwise we can feel like we are pushy or unloveable. Nest time she stands right beside you, tell her her hair smells gorgeous, or follow any of the other advice here. Or just go the cowards route (everyone has, sometime) and just ask her kindest looking 'best' friend if the girl fancies you, or get your friend to ask her. If you are school age then there aren't that many rules to this game.
