It's not the liver that causes the reduced sensitivity. The body becomes less sensitive because of changes in how the body and brain interact with the alcohol.

a drunk's liver doesn't work better. the purpose of the liver is to filter toxins (like alcohol) out of the blood. an alcholic simply builds up a tolerance to alcohol, which you can do with practically any substance, and it doesn't matter if the liver is functioning properly or not.
