When onboard a cruise ship that has departed from a US port, is one considered to be inside or outside of the US?

I think it would matter if you enter the waters of another nation.

You're in the U.S. until you leave U.S. waters.

While in US waters, you are still in the US. After that you are considered to be in the country of the flag of the ship. For example, many Carnival ships are registered in Panama.
