Christmas is a whole heap of different customs from different cultures pushed together. On the one hand, almost every culture in temperate or cold climates has a mid-winter festival. And on the other hand, no-one has any idea when Jesus was born; the evidence in the Bible would suggest not in winter because forcing people to travel for a census in winter would be a bad idea. So the Church quite cynically took over the midwinter festival by making it a celebration of Jesus' birth. So the answer is that Santa-like figures, tree, feasting, mistletoe and so on were there before Jesus.
