  • You can't take any legal action (that would do you any good). The Board manages the funds for the entire community and is not required to allocate fees collected from part of the community to projects in the same part of that community. Your best bet is to get elected to the Board and try to make new priorities. If some people live outside the gates and some live inside, you could try to convince the HOA to separate into two HOAs, such that each HOA would collect their own fees and provide for their own maintenance of their smaller parts.
