People that rate the question without answering it.

People agree with he question, but instead of answering they just point it.

People rate the question but prefer not to answer it. I do this a lot. there are certain questions that after a while you learn to stay away from. Ones I would LOVe to answer but I am smart enough to know that 1. it's a baited question 2. I would be VERY disliked for my answer 3. its not worth the trouble it will cause me when I answer it.

It can happen a few ways. The most common way is if a question has had duplicates over time and they get combined with it. Then it will show that there are dozens of answers but only the people that originally answered or saw the question gave it points, so it may never catch up to it's answer total.

The general answer is: a question gets points just for being a good question. Period. (Nothing to do with whether anyone answers it) I've done it. Seen a great question and for any number of reasons, don't answer it .. but do point it. I've also received it. I'll post a question. I get 0 or few answers. But a few folks came by and gave it points from time to time. Hope that helps ... :)

The raters probably don't know the answer to the question, because it's a question they have themselves. So they give the asker props for crafting a good question.

Users liked the question very much, but could not answer it. I do that all the time: uprating a question without answering it. It's my way of showing my appreciation to users who post good questions.
