Outside as in outside your house, just laying outside, outside a building, you're hiking outside and you find money? What do you mean by outside? If I'm outside hiking and I find money I'd keep it, but if it were outside my house I would ask who lost money. If it were outside a building I would turn it in to the receptionist or front counter.

Hand it in. You get to keep it antway if it's not claimed in a certain amount of time. It would have to be a large amount though. I'd say $1000 and up.

I think it would depend on where I found it. Someone I know found an envelope of money outside a bank and left their name and phone number with the teller in case someone went back into the bank looking for the money. The person who lost it did call and got their money back, offered a reward which was refused. I would do something similar if it were close to a bank or store because the person may never think to call the police station. The person who lost the cash was able to give the correct amount and knew it was in an envelope.
