lame duck refers to an administration at the end of its 4 years. the president and his cabinet basically do nothing so there all lame ducks but bush is suprising me, he's pulling out midnight legislation before hes gone. passing laws toward the end of his 4 years that will be difficult for obama to overturn. what an a-hole lol.
