Not by itself. It is very acidic and is usually an addition, rather than the single liquid. Plus it losses a lot of it's taste when heated. Lemon flavor it improved with the addition of lemon zest. Orange juice can be used as a base. It's great to make rice or to cook things in.

No. generally lemon juice is added only after a dish is taken off the heat because on heating it turns bitter.
