Others item to check:
change power cord to PC or check connection
When you changed power supply did you clean inside of case of dust and lint,paying good attention to CPU fan.
Next check if this is not problem, unplug every thing to PC except Monitor(printer,scanner,speaker system etc)see if problem goes away. If so add back item one at a time, if problem appears again, then check the cord for this item as it may be kinked or badly twisted or something sitting on it etc and causing a short to system, if so replace cord.

My power supply stopped working after I tried to scan with my new color laser printer on. Both heavy power users. I checked and am sure the PSU is bad. I installed a new PSU and everything powers up but I can't get a picture. Tried resetting the BIOS.
