Is it fairly safe for someone to flash on webcam (obviously to someone who is willing for them to) if they saw your face clearly but didn't disclose any personal details?

As long as you are logged on, someone and anyone can find you. NEVER expose yourself online to anyone, that is highly risky and dangerous.

You never know who can see you online, could be someone you know. Anyone can have access to your webcam and could even record you without your knowledge and broadcast it to others. Don't show anything you would not be comfortable showing face to face and don't assume it's safe. Best advice is never to use webcams, send a pic of yourself or have one in your profile, if people wont talk to you if you dont have one, they are not worth talking to.
