These other units that you saw may have been "grandfathered in" (the work pre-dates the by-laws changed) and the Architectural Control Committee denied your request. Sorry to be the bearer of bad news, but you may have no recourse.

1. Get a copy of the codes and covenants and read them. 2. Educate yourself on the process and the history, such as changes that have been made and when. 3. Write a letter asking for an explanation of the reasons. 4. If there is no response, have an attorney do it. If you cannot access an attorney, talk to me about how to have one on call for that sort of thing. 5. Start attending board meetings. 6. Consider standing as a candidate for the board. That should be a start.
