Does a 'stock' 2004 Audi TT V6 250HP 6-SPD manual coupe/convertible have a speed governor built into the PCM/ECU, or can it be taken out to the track and run full-bore?

Yes it does! A bunch of German car manufacturers signed an agreement to limit all of their cars to 155Mph. I'm not sure the TT would go much faster than that anyway, but if you want to you can get a powerchip which automatically removes the governer and gives you a horsepower boost, plus in most cases it improves fuel efficiency.
