  • The reason that some people get to vote early is because their state legislatures and govenors decided to pass legislation allowing for early voting in their states. As a general rule, it is the state governments that set the regualtions as to just who can vote and when the elections will be held. The only exceptions to this are the 26th Amendement to the Constitution which lowered the voting age to 18 and the legislation that set the time for federal elections as the first Tuesday of November. However, there is nothing to stop the states from adding other things as well. For example, in my home state of California, there was talk of lowing the voting age to 16. (Votes by those younger than 18 would have been counted as half a vote and this would only have applied to state elections and not federal elections.) Early voting is another example of this. The ballots all have to be case by the clost of polls in each time zone today, but the states can decide to allow people to cast their votes earlier than the official election day if they so choose.

  • It's not convenient or a great privilege, usually the hours are limited and long waiting times are common, and you usually have to travel much farther to find an early voting place in you area. People are doing it because polling places have had problems in the past that resulted in turning away legitimate voters.
  • Age, Illness whether mental or physical. They could be absent or going on vacation on the day/week of the election. All good reasons to vote early.
  • They set their alarm clock!
