I think ethnicity plays a small role, but your body type and height/weight plays a big role as well. A 6'2 200lbs Asian probably has a bigger dick than a 5'8 150 black guy. Also, exercise plays a part. I have been hardcore weightlifting for two years now, and my penis seems to be growing due to the extra blood flow and testosterone
