11:11 ,meaning the time, is when some people make a wish (others might at 12:34, etc.) I've personally never heard that of that as a phrase, so if someone actually said that to you that probably means he likes you and will wish for you to be with him when the time reaches 11:11. Or maybe it is a phrase. I really don't know.

Most fraternal organizations use 11:11 as the time to pay tribute to the fallen or deceased. Some of those orgaizations have an americanism background (veteran oriented) and veteran's day is November 11th

I figure its to make a wish, also. But I didn't know that it was just for 11:11. I do it at 2:22, 3:33, 4:44, etc. Maybe its my own weird way of thinking something I actually want will actually happen if I wish for it by watching my clock endlessly,lol. I'm sad...

11-11 is Rememberance Day when we honour the soldiers that have fallen in two world wars. In England they have full parades and Two minute silence throughout the Country all Memorials have poppy wreaths and there are services for all the lost souls.

Something Corporate - Konstantine I believe the song is where this started. Remembrance Day and people dying have nothing to do with wishing.. that's only to do with mourning.
