I don't have children but ABSOLUTELY NOT! I notice the same things and think how could a parent let their child walked out of the house dressed that way? It is just poor parenting - plain & simple.

There comes a time when they have to learn on their own, not all children have to but my daughter did. One time of wearing shorts in 40 below weather ( she was 17 ) ~ I warned her, but she wouldn't listen but she does now.

I too live in New Jersey Morris county and i have a 13 yr old daughter and as long as she has clothes on her body i am happy.

If I had a child, I would only let him/her out in 40 dressed like that for vigorous exercise. I do understand that there are different comfort levels for individuals, and kids running around can get very hot. For walking to school, the minimum I would allow would be jeans, a hoodie and a pair of gloves (which is what I would wear to cycle/ power-walk to uni at that temperature). If the kid was moving (walking or cycling), I would allow shorts and a t shirt if I knew it wasn't going to drop below 50 or rain, or become windy. In the 40's with the sun out, I would allow shorts with a hoodie or light jacket, provided it was going to warm up later.
