Do you think that mispronouncing Iraq and Iran ("Eye Rack" and "I ran") is a mistake or a political statement?

I think most people don't know how the natives of those countries say the names. However, I can see a politician intentionally mispronouncing a name in a speech if he thinks that's the way the audience would pronounce it (i.e., political statement). None of this explains why George Bush and many others can't pronounce "nuclear." It's sure not SPELLED "nucular," and they can read. So I don't get it.
