I wish....but then you would get those that say "As an American I should be able to drive whatever speed I want...Big Brother Government can't tell me what I can and can't do"....they always come out of the woodwork...even if it is in the best interest of the masses....

There is a device that is put on most rental trucks that limits their speed to just above the maximum national speed limit. It is called a governor. You also find them on a lot of small engines to keep them from over revving. The problem with limiting the speed of the private vehicle is two fold... First, sure it would be great if no one sped and no one caused crashes but they could be disabled easily enough. It would add to the cost of the vehicle and wouldn't actually work that well. The ones that need it most wouldn't use it. Second, to work it would have to be a mandatory government ordered regulation. It would have to be for every car sold past present and future with retro fitting. If it was optional those few car producers would simply lose sales. More importantly it would force us that much closer to a fascist government...and we are dangerously close to that already. The thing to do is not cost or punish the general population but to increase the penalty for the violation. Sorrily, few consider the penalties before the fact. If you need something to govern yourself there are ways to let your car help you. A governor can be installed. Put a wooden block under the accelerator. ;) Increase the spring tension so it is harder to push the pedal. We had a 1969 Chrysler that had an adjustable needle that you could set to any speed. If you surpassed it a buzzer sounded. It needed the cooperation of the driver but if you tend to lose attention to your speed it alerts you before you go too far. It was a nice feature. It was a shame to discontinue it.
