Because female circumcision isn't about simple removeal of a foreskin, like it is for men. It's nearly ALWAYS about deliberate mutilation and deprivation of sexual pleasures for the woman.
To be fair, there are four different types, only one of which (Type 1) involves the simple removal of the slitoral hood without damage to the clitorus.
However, it's RARELY ever just that in the societies which practice "female circumcision".

Do you consider male circumcision as genital mutilation? In the west we abhor it done to females. Is this really a religious issue?
