Why is a 3-2 pitch called a payoff? Payoff for whom?

    Well, it's a payoff for the hitter, because 90% of the time, the next pitch will be a strike.

    Pitchers always want a strikeout over a walk, so you can be pretty sure that the next pitch will be a strike pitch, meaning you can be more certain that you can swing away.

    It basically means that it has been a payoff for waiting. Normally the word payoff is used when the last 2 or 3 pitches have been balls, because the hitter has had to "wait and see" and it has paid off for him. This isn't always how it was used, but that was the original idea.
