As I recall learning this years and years ago, this was advice old wives gave brides on husband retention. "Bird" refers to penis (a fairly common reference; e.g. flip the bird) and the full meaning is that a man with a wet bird (a penis still moist from sex) isn't likely to seek satisfaction elsewhere.
