Just say, "look, I care about you, but not in that way. You're like my sister." Or something like that. But I would also advise letting her know that she is too young for someone your age, as there is always the chance of her being this bold with someone who WOULD be willing to take advantage of her. You should explain that you're in two completely different places in life that she won't really understand until she gets to where you are, because of the age gap. But in a nice way, of course =)
