Depends on your definition of 'employment' but if we are talking about the generally accepted notion then no, 0% unemployment is not possible.

At any given time there are people moving or in hospital or ill or mentally/physically unable to maintain gainful employment.

The definition of unemployment relies on the distinction between inactive and unemployed, a quite subjective measure which can be easily manipulated by policies that do not change the situation of the labor market, but decrease unemployment by shifting people from unemployed to inactive status.

In economics, one who is willing and able to work for pay yet is unable to find employment is considered to be unemployed. The unemployment rate is the number of unemployed workers divided by the total civilian labor force, which includes all those willing and able to work for pay - both unemployed and employed.

    UnemployedWorkers / TotalLaborForce * 100%

So it IS possible to have 0% under this definition as long as you zero out the people that don't want to work in the first place!
