    I think the most controversial President was Nixon. My reason can be summarized in one word: Watergate.

    I'm sure that George W. Bush is a close second, with Clinton in third (Lewinsky).

    • I'm thinking you're keeping the scope too narrow. These presidents are all in relative recent US history. I'd wager there were many controversial issues surrounding past presidents.
