Is the Force passed on through blood-lines? If so why would the Jedi Council prohibit sexual relations of the Jedis?

It's possible the Force is passed through bloodlines. Perhaps there's a predisposition to having a high midichlorian count. I can't provide much insight however, because the only family of Force sensitives I'm aware of (right now) are the Skywalkers.

However, the Jedi Council (per the Jedi Code) doesn't prohibit sex. They DO prohibit marriage, because of the jealousy/emotional factor and it leading to the dark side. Many take the "There is no passion, there is serenity" line to mean physical passion/lust. This can mean passion for anything. Basically, (just my own interpretation at this point) the Jedi don't want extreme emotional attatchments, such as a spouse/partner or child(ren.) However, one can certainly have sexual relations without being married and occasionally without emotional attachment.
