Because in a rental situation where you are in close proximity to a neighbor their potential illegal activities can bring danger too close to your own family. People performing illegal activities such as drug dealing/buying have little concern for the well being of others. If there are children in the home I would be especially supportive of this person and their concern over their neighbors suspicious activities. If they occassionally had people over, none of your business... if there is a constant stream of strange people (different all the time) and if it is at all hours of the night, it is a sign of drug activity.

Chay'sgirl24 I agree people should mind their own business instead of spying on the neighbors.

I don't think it's 'spying on the neighbors' when they wake you at all hours of the night with their activity in the stairs and hallway as mentioned in other comments of the asker of the question.

I suspect my neighbors of dealing drugs because to be quite honest--they are. We have kids in this complex and this is a nice neighborhood. They have six people living in one, two bedroom apartment, and frequently have shady people treading to and fro their apartment. Since they have moved in I have had things stolen as well as multiple incidents of attempted break-ins. It's a matter of safety, rather than me wanting to keep tabs on my neighbors. Also, it isn't like we don't wish to move into a home but as we do have a lease agreement that we must honor, we cannot simply bail. I think it is hilarious that people opt to use the "people should mind their own business" because it is a cop-out. I would hope that neither of you have children because it doesn't sound like you have the capacity to keep the well being of your family in mind.
