i would say 40%, why, if you have 100 and its cut by 40% then we get 60%, if we want it back at its original price, then it needs back 40%.

If the new price is considered the new 100%, then you need to increase it more than 100% to get to the old price. For example: let's say it was $100 and you reduced it 40% the new price will be $60.00 To get from $60 to $100, you have to increase it by $40 or 40/60 = 2/3, so 166%.
