How about... BOTH? But if I had to choose one, dinner. There's more scope for conversation and laughter. However, a movie is a shared experience. So both situations are strong in some aspects.

Movie on a first date. Dinner, like a sit down dinner for me would just be to awkward and I would be a nervous wreck. A movie would give me a chance to get my nerves in order. :)

Dinner, it costs more. Make sure the person wants to be there... ;) Movie is good after dinner for some cuddling or other things...
