If spelled like in the question, it would have to be pronounced like "Viner". It does occur as a surname that way.

That was my Elementary guidance counselors name... and for YEARS she pronounces it... we-ner. (Its great because we would joke that her husband's name is Harry.) Anyway... when my youngest sister started going there... 8 years after I was there... she decided that she was going to start pronouncing her name the correct way... which was vi-ner.

It's pronounced like VIGHNER, if it was VEE-NER it would be Wiener, "Ei" makes an "I" sound, whereas "Ie" makes an "EE" sound.
