I'm going to guess a Clydesdale.

I would think that would be the Clydesdale or Percheron (sp)but I'm not really sure..Heavy Horses ;-)

The Shire (which is very similar to a clydesdale) which averages 16.2-18.2 hands. Although there are many other breeds who reach over 17 hands tall.

the english shire horse is the tallest breed. the record holder was a 21.2hh shire named samson. (that translates to 7'2'' at the withers to give you an idea of how big that horse was)
