  • If the area is anything like where I grew up (Maine), the bedrock is only 3 or 4 feet down.... it would take a lot of dynamite to bury the lines, and would never be worth it money-wise.

  • Its money. Here in south Florida, we have the same problem with hurricanes, even small ones will result in several days with no power. If you look you'll see that the high voltage wires above ground have no insulation. To bury high voltage wires, they must be insulated. Cost of wire, labor to dig and surveys to locate other underground utilities. Big money to bury wires. They are doing some underground work on major feeds here so that outages will be more localized here.
  • I would assume this is because NY has a constant rebuild rate, meaning that they are always digging and drilling on the streets.Causing traffic and anxiety, stress. I think they refrain from burying them due to the fact that it would be extremely complex to refer to their whereabouts in future incidents, or accidents. Also, earthquakes would, and can rip them like rice paper.
