Not all banks close early on Wednesdays, but those that do are simply cutting costs. This seems to be especially true as banks increasingly choose to do business on the weekends. As for why banks uniformally choose Wednesday to close early: During a typical week, Tuesdays and Wednesdays are the slowest banking days by a significant margin compared to business on the other weekdays. Howwever, on "three-day weekends" (i.e. when Monday is a holiday) Tuesdays can be fairly busy, leaving Wednesdays as the obvious choice.
