    Neither. A good leader respects power and holds himself on an equal footing with other nations' leaders. Bowing to other nations' leaders is a sign of capitulation and is disrespectful to your own country. Obama was an example of this. Joe Biden doesn't have to bow to other leaders - he's already proven himself to be a weak leader.
