• There is already a law passed in 2002 which guarantees full legal rights to infants born at any stage of development. But this new bill targets abortion providers for a highly unlikely occurrence. So, if it's so unlikely then (a) why do we need this bill and (b) what is the real effect? To answer (b), abortion providers will face ever higher insurance costs or loss of insurance, forcing them out of business. From that, you can infer why "we" need this bill.

      This bill puts penalties on the medical staff and specifically states that certain steps must be taken. The Born-Alive Infants Protection Act did not.
