Yes. It was one of the things we used to laugh about as puerile kids in biology class. Not helped by the fact my 2rd grade biology teacher was a guilt ridden devout Christian woman. I remember her well, as we literally tore apart her sanity when she had to teach us about reproduction in the animal kingdom.

I think the author got a little...carried away there. That function is quite different from the function of a penis. JUST ONE of the very many different characteristics of the functioning is similar.
