Why hasn't the 1980s TV series "C.A.T.S. Eyes" ever been released on DVD?

Apparently it was popular enough to be one of the top 20 most watched programmes during its run. Isn't that a good enough reason to release it?

It certainly should be if it was that popular at the time. It's frustrating when old shows I like don't get released, or only the first season or get released on DVD, and then nothing.
