  • Mainly I think it's because more people commit crimes than solve them. Also, people don't come forward with relevant evidence at the right time, which often allows the perpetrator to get away with the crime. Sometimes the right evidence or technology isn't available to help solve the crime, or certain facts/evidence are ignored or seem irrelevant during the investigation. Perhaps the police don't come up with the right questions to trigger people's memories.

  • Small crimes are sometimes more difficult to solve because there is simply not enough evidence to convict someone on. Also, police are on budgets and cannot use all the forensic stuff that you see on tv to solve small crimes ie there may be fingerprints but they will not be allowed to use the fingerprinting division because of budget constraints. On the other hand, there is a better solving of major crime now, because it is expected that they use forensics. When the police are given sufficient money to be able to carry out investigations, and when the cost of the various forensic methods comes down, then we will see more time and effort go into solving smaller crimes as well. The other thing is, police still have to write up notes by hand in most cases. This keeps them off the streets. If they were given palm pilots or similar, they could send information straightaway to a computer back at the station and not have to worry about copying up later. It is all very well to make fun of police, but when we need them, we scream hard.

  • Not enough detectives and too many crimes. Lack of public interest tends to ensure that older unsolved crimes stay that way (i.e., they are forgotten about). Inside jobs and/or cover ups. Trails go cold, lack of evidence, etc. There are many more reasons, but here are a few anyway.
