she can have one earlier but for the usual age puberty occurs, before then its unlikely that she would try because of lack of crazy hormones and such

Being a girl...i can say that a girl can have an orgasm waaaaay before puberty.. I had my first at around 8.....so 8 years later i hit puberty.
